How to make steam server to non-steam server!

Hey, How do you make a steam server into non-steam!? Which Patch or file do you need!?

Now I remember the downloading site for a non-steam Patch BUT i forgot it! ( OMG IM SO STUPID )
Oh and vinyard, I did google and use cs.rin.ru search! no Help :/

I have my old Hlds crack build 3647, I think. I will upload it later on. Right now I have to get to work.
